Colombia's DIAN applies a "10 units of same class" rule — carrying more than 10 identical or homogeneous items may be treated as a commercial import rather than personal goods. Mobile phones must be declared on Form 530 with IMEI numbers regardless of value. Minors receive 50% of the adult USD 2,000 goods allowance.
